See "Decline" below -it's totally true

I've been here four years. I have a unique perspective because I lived here a couple years almost 20 years ago, when it was owned by a local company. The management then really took pride in the place and were extremely responsive and responsible. It's totally the opposite now. The problem is miserably incompetent, bad management. The central company, which is based who knows where and has no idea what's going on, tries to upgrade things here and there but it doesn't at all compensate for local mismanagement. The company needs to can the current management and put someone in charge who has a clue.
Here's just one example of this place's mismanagement: when I first moved back I realized there was no cooling in the laundry room, despite two unworking swamp coolers. This meant it was often well over 100 inside during the day all summer. When I talked to neighbors they said they'd never had cooling -though both coolers were on all summer when I was here before. I talked to management about it more than once (very nicely, by the way) and by the end of summer one of the coolers was working, although it was only blowing air it was better than nothing. By the end of November it was still blowing and it was freezing in there. When I mentioned it to the manager her response was "Well, if no one tells me, how will I know to turn it off'" Two years later, that cooler was still running in December during the freezing spell. It was so unbelievably cold in there I wasn't nice any more when I called in and demanded it be turned off. Eventually it was. This is a yearly thing now.
I could give a looong list of other examples.
The grounds, which used to be spectacular and excellently maintained are in a state of constant decline. Originally, trees had been planted so it was possible to move throughout the property and still be in shade, now the trees and bushes are dying at an astounding rate from lack of water and maintenace. It really sucks carrying my bike up a flight of stairs in 100 degree sun, when it used to be entirely shaded all day. I call the area around my apartment "the gravel pit". Just two years ago it used to be gorgeous.
I've talked any number of people out of moving here myself and I wouldn't recommend it to anyone. The turnover rate here is more like a motel's than an apartment.
There are some good points. The concrete construction means little sound gets through the walls. The cooling system is better than before but only marginally -it blows 24/7 all summer (and its noisy) and keeps it about 80 in my apartment at the coolest. The location is the only thing that keeps me here, that and the heated lap pool (when the heat works -it didn't most of last winter).
