Dishonesty to secure a tenant

Before signing a lease I made it clear that I might need a lease buyout, and was told that it would be around $1000. On lease signing day I was informed that in addition to the $1100 - $1500 pro-rated lease buyout, there would also be $4200 in lease concessions that would have to be paid to them, regardless of the length of the lease completed.
Maintenace is also a problem. On moving in, I noticed over a dozen broken items. The maintenace crew, while friendly, is often late or doesn't show up on the date specified. I am awaiting a third fix for one problem. Since I have a pet that I lock up when waiting for maintenance, he has suffered from their tardiness by additional days of confinement.
The office staff is generally friendly but often slow and honesty is seriously in question now.
Please do not consider living here. It is a nightmare.
