Old apartment, horrible management, but affordable

The apartment is very old - it used to be orange/purple paint. Now it's prison grey (with cinder block walls and all). Aesthetically, it looks horrible.

As far as the condition goes - roaches are a major problem (depending on which wing you live in). Pick carefully. If your neighbors have roaches, you either have them or will get them soon. Before you sign your lease, ask for the room number (then go knock on potential neighbors to see if there is a roach problem).

Mold is also another major problem. The apartment is poorly ventilated, so mold forms quickly from the shower's steam moisture. It's a potential health problem, especially if you have asthma.

Noise - you'll hear when your neighbor showers, has a loud conversation above you, and runs the sink disposal.

Carpet - old, stained, and I hear they charge you when you move out (make sure you write the carpet has stains when you move in, even if you don't seem them initially - you will see the stains once the carpet-cleaning patterns disappear).

Management - they get up in your business about EVERYTHING. You can't even decorate your window area! It goes with the prison theme. They used to do monthly inspections, but have gotten better about it (ummm .... privacy, hear of it'). When they did the monthly inspections, I got inspected every time, so it was NOT random. And all my neighbors got inspected EACH time. Again, prison theme.

Apartment condition - when it rains, you can't walk outside without getting soaked because the gutters don't work. Try walking up the stairs when it's raining without getting soaked - impossible. Oh yeah, the stairs are cement blocks that are free-standing. On occasion, they crack and break. Just hope you don't break your leg if you happen to be the unlucky one to fall through with the broken step. And hope that when the steps do break, management repairs it immediately so you don't not see it and step on a step that is no longer there.

Pool - I don't think I've seen a professional pool cleaner here in ages. The old maintainence guy used to clean the pool well. Now it's filty - just check it out. In fact, it was so dirty the county health inspector shut down the pool because it did not meet health standards! This was in Dec 2007! Ask the management - it's on record! Or call Maricopa County Health.

The management has only been here for several months - they keep changing management.

Theft - bikes WILL be stolen (entirely or just parts) if they are left in the bike racks. You have to haul the bikes into your apartment (even if you live on the 3rd floor) because you can't tie them to the railing outside your door. If you have a car, your small passenger door "wing" window might get smashed in and the thieves will help themselves to what is inside your car. My car got broken in like that, and I see many other cars with missing passenger door wing windows. The lot is NOT patrolled, contrary to what is posted.

Laundry room - many machines are constantly broken. If you have delicate clothes that say "cold wash only" good luck. I've never once been able to get the cold delicate cycle to work - all my clothes come out steaming hot. And take a look behind the washing machines. You'll see major water leaks and major wall damage and mold (yup, they don't bother repairing it).

So the good thing about this place is it is close to ASU, and relatively cheap compared to the other places by here (but not by much - the one across the street is the same rent, but no utilities included, so you only save utilities).

NOTE!!!!!! There are a TON of vacant apartments right now. You have the bargaining power! If you decide to rent here (don't expect much - read above), have them give you TWO months rent free! They are already offering one, but I'm sure they'll feel inclined to give two since they have so many vacant apartments just sitting here. The one near me has been unoccupied for 6 months! And if you know someone who is already renting here, tell them you want that resident to get a $100 referral reward.

The best offer they had was for residents to get 1.5 months rent free, AND a $500 Visa gift card if they renewed. So yes, that's two months free rent, and yes they have done it before, so yes they will do it again. Otherwise just rent elsewhere.
