Not the Worst but Getting There...

The new management is seeking to "renovate" the apartments with its allotted money from the complex's sale in September, but renovations are slow and selective (e.g., one building's exterior—front only—has been re-painted in mis-matched colors, and that took over three days). Management themselves seem uncaring and ignorant; there have already been several packages they claim to know nothing about (despite later confirmations that they did indeed have the packages in their possession). The vehicle theft and vandalism is appalling; my fiancé's truck has been broken into TWICE since we've lived there, both times in broad daylight! The groundskeeping had fallen behind suddenly after the new management's arrival and is only now beginning to show some signs of care (e.g., sprinkler system finally turned on again after being stopped sometime in mid-summer). Within the last few months, there have been more people hanging out on the back fences (near the tracks), more Dumpster divers, more thefts, and fewer security persons. On the upside, it's cheap; at a good freeway-relative location; and the maintenance workers, although frequently incompetent with simple tasks (fixing a leaking sink, for example, that has rotted away the bottom of our bathroom cupboard for the past 17 months), respond quickly when called. If you're interested in renting an apartment here, I'd suggest you keep searching.
