paper thin walls and nothing gets fixed

Years at this apartment: 2004 - 2005
the walls are paper thin and you can hear when someone sneezes (literally) in the next or upstairs apartment. You can hear them walking, opening doors, everything.
And when something needs repairs, forget, it does not get done. The price is right, the location is good, but is it worth it' The property is scenic, thanks to tenants who plant and water vegetation.
And for some reason bath tissue seems to evaporate in my bathroom. I come home at night and the roll is mysteriously almost gone.
