Our neighbors play music so loud I couldn't study and my son couldn't do his homeworks.
I've complained about the problem and nothing happened.

Have you ever considered that you LIVE IN AN APARTMENT? My goodness. Did you ever think that you could maybe talk to the person yourself. Sometimes that works.
