why i'm moving out- email to property owners

Building D in which I reside; there are light fixtures that have been out over a year going up on the North side of the stair well, I myself have complained 3 times on this as I have almost fallen down the stairs doing laundry. However the lights are still not operating. This is a liability waiting to happen. The Pot hole (s) in front of Building D due to water runoff is an eye sore and is dangerous out. A company was out however it was a temporary solution and has returned to the condition which I previously described. The residents: I moved into La quinta with no upstairs neighbor for the first two months. I have lived in apartments before and am not a stranger to apartment living. However 8, 8.5 months ago some young men moved in the unit above me in 224. After a month of continous noise I complained as this was more then sufficient time to "move in". The manager who is now out on maternity leave said she discussed the situation with them. Howver nothing has changed and much like the other issues I brought up concerning the condition of the property, nothing was resolved. The noise level has been an ongoing battle. I have a 5 year son who believes that monsters live upstairs due to the amount of noise that is made typically from 12-4am on any given night. Recently on June 10, 2006 at 3:30 am I called the police due to the excessive amount of noise. These were not loud steps. These noises are equivlent to bowling balls being dropped and WWF slamming someone down moves - LOUD unnessary noises. Not at all condusive with a family life or that of any standard I find to be ok to subject my son to. By the time the police came, per the conversation I had marie on 6/19/06, the resident left to take his friend home thus no report was filed. I notified management on the following Monday, the noise continued on June 13 1:10 am I called leaving a message on the office line again being woken up by the residents up stairs. I was told that they were given notice to vacant in 10 days and to "be careful" as they were extremely mad. Today, June 19 I received a phone call from Maria and was told the residents and their parents had come down to meet with management and that the notice to vacant was rescinded due to noise being subjective. Please keep in mind I have lived in apartments before and these are not normal/acceptable apartment noises. To better help the "case" I have to call the number given by the management so as to properly support the apartments' case. I have called this number before and true to the other experience I have had with placing complaints with LA Quinta they were slow to respond if at all. I have no faith in the "recommended emergency number" and choose to call the police as they have proven to be quicker to respond and have the authority to stop the situation as this is completely unacceptable.
