Unfair water,sewage, and trash charges

I thought they were very nice until I realized they split the trash, water, sewage and service fee between all the tenets and it did not matter if you have a studio or a three bedroom. When I moved out they charged me for the whole month when I was only there for a billing period of 10 days.
