Too expensive for too little

When I first moved in three years ago, the Reserve (it was called Jefferson at Star Ranch at the time) at Starr Pass was not too horrible. The rent wasn't too bad considering it came with cable, HBO, water, sewer/trash, and internet...however, that has recently changed.
The Reserve is no longer giving free HBO (they stopped a few months ago, although I'm still receiving it for free for some reason), the internet is provided by Pavlov Media/Fusion Broadband which slows your internet connection drastically when you go past 500 MB uploaded OR downloaded within a 24 hour period (it actually slows down to dial up speed or below if you go too far above the limit), and there was an announcement recently that the Reserve is no longer going to be using Cox (and there was no mention of a replacement)...so they're basically getting rid of all the bonuses, but not lowering the rent to compensate.
The grounds are nice, but the presence of broken bottles, trash, and cans scattered everywhere is a bit irritating. The noise level also tends to become a minor problem, with car alarms going off multiple times every night (I don't know if cars were actually being broken into or not, I've never had a problem like that). I have actually had my apartment broken into, but they didn't steal anything (all they did was watch TV and leave beer cans in my apartment). I also had a problem where the maintenance went into my apartment to fix something while I was away on vacation and left the door open when they left.
