A complex in decline

I lived in Uni Heights from Fall 2006 through now, and BOY am I glad to be leaving.
2006-2007 the complex was fine--a little pricey, but it more than made up for that in location and amenities. Back then, the complex was owned by University House and the maintenance guys and people in the office were friendly and helpful. Yeah, the appliances are old and the walls are thin, but those are things you kind of know going in.
However, everything changed when Campus Crossings bought the place. In came horrid service from the office and maintenance, and extra-noisy neighbors. Thursday, Friday, Saturday at midnight, yeah I don't expect peace and quiet...but I also don't expect loud drunken screaming at 3:00am Sunday-Wednesday. The Tucson Police of course don't come, and management did nothing about those neighbors despite numerous complaints.
Also, I was waiting for a package for months and assumed it lost, until I walked into the office one day to complain yet again about my neighbors, and the guy behind the desk said, "oh, by the way...you have a package." TWO MONTHS AFTER it had been delivered. I received no notification of any kind.
Then there was the incident when my roommate moved out for the summer, and I wanted to switch into her room because it's in the corner and doesn't share the wall with the noisy neighbors. The staff told me I couldn't do this, even though my roommate came with me and was willing to sign any paperwork. I asked to see the manager, but she was out getting shots for her dog, so I waited around to see her. She came in with the dog and spent time back in her office playing with it while I was clearly waiting to see her. She then told me I couldn't move rooms...but when I pressed her, she finally caved in, pulled out both our leases, and simply crossed out the bed space numbers on each and has us initial by it. What should have taken 5 minutes took an hour.
To add insult to injury, we had no water for more than 24 hours at the height of summer in Tucson, and just this morning when I woke up, I had no water again and saw a burst pipe leaking on the south side of the building, turning the parking lot into a river.
In short, don't live here. Service is horrible and rents, I'm told, have skyrockted to >$600. If I was still going to be in Tucson, I'd pick a place farther away and commute.
