Unreasonable move out charges and suspicious attempts to change contract

Be very careful about this place. My daughter lived there last school year 2006-2007. I first became concerned when we were charged the full rent again after only 2 weeks of residence. The office personnel told me that the rent was divided into 12 equal payments. What she was saying did not make any sense but I went ahead and paid it anyhow. Next they tried to make her sign a new contract for $25 more a month because the apartment they moved her into had a big screen television. They were the ones who placed her in that apartment and she did not request a television. We told her not to sign anything new and she didn't but they continued to harrass her for months. The final insult was move out. My daughter followed their guidelines for checking out, had personnel come and inspect her apartment for any damages and was told it looked fine. About 1 month later, she got a bill for $285 listing things like painting, carpet cleaning, general cleaning etc. When she moved in I was witness to the fact that the place was filthy dirty, spotted carpeting etc. Everyone she knew in the building received a similar bill. We are planning to fight this charge. It seems as though they are taking advantage of college students to pay all of their upkeep costs and the cost of their "damages" is exorbitant, as though they are making a big profit. The room she moved into though, was far from kept up.
