Property owner is a greedy landlord - Do not move here

Various tenants in the apartment complex have been notified that the landlord has decided to raise rents even though the economy is bad. None of the other apartment complexes on the shoreline are raising rents and are in fact reducing rents. Also none charge for sewer, water or garbage which this greedy landlord is now starting to charge the current tenants. My assumption is because the property value has gone down, the owner is trying to recoup by charging the tenants whatever she can charge for. She increased the pet deposit from 300 to 500 and has even started charging pet rent for new tenants! Only one other rental place in Alameda charges for pet rent and that place is not a good place to rent from either. Also, they allow smoking in the units or on the balcony of the unit so if you do not smoke it is apparent that the smokers have more rights then the non-smokers which is strange since a smoker will make more damage to a unit with their smoke. The smoke gets into the carpet, the cabinets and the walls and is very hard to clean up. A unit has to be repainted and the carpet replaced even if the unit doesn't need it.
Even though they put in new fixtures, appliances, etc in each unit when someone moves out, they are not keeping the place clean or enforcing the house rules. The property manager doesn't seem to care about the caliber of people moving in and so we have a number of new tenants who are loud and inconsiderate. We have people coming and going at all hours who seem to think they are the only ones who live here. The property manager is a very loud person who seems to think that she can be loud whenever she wants so I think she overlooks the loud people because she is one of them too. Also, if she decides she doesn't like you, look out as she will be very unhelpful and rude to you regardless of the fact that it is her job as property manager to help you with any issues or requests.
We have construction going every day of the week because the maintenance guy can only do it on his off time since he works a full time job and the owner wants the units turned over as fast as possible so she can collect her rent. We just had three tenants have their locked bicycles stolen from what is suppose to be a secure property. We have locked front gates and doors but they are left open when there is construction going on. Tenants frequently leave the front door open as well as the property manager does it too even though this is suppose to be a secured building. The property manager seems to love kids and overlooks when the kids are running around the property screaming and yelling. Also, the next door neighbor apartment complex has noise issues too with kids. They have had a kids party four times in the past seven months where the parents let what seems like around 8-10 little kids run around outside the club house yelling at the top of their lungs. The party lasts for 5-6 hours and it is enough to make you want to pull your hair out and run screaming out of the complex. What is even more fun is when it gets nicer out, people go to the beach which is just across the street. This means you get to listen to even more screaming, yelling, etc from people playing at the beach. So what little quiet time there is becomes really precious.
So if you value your peace and quiet as well as your sanity and are looking for a place where the owner or property manager are courteous and care about their tenants, do not move here!

This place doesn't charge for water and sewage and never did. The loud obnoxious manager is no longer here and has been evicted. And fortunately, the loud obnoxious tenants were all her friends and have moved out as well. There is now a maintenance guy that works here on the weekdays in the daytime and has done wonders for this place. I think the Dunes deserves a 2nd chance.
