Old building, elevator not replaced in over six months, poor landlord communication with tenants

The main central elevator has been out of commission for the last six months. Supposedly, some metal part has to be specially manufactured, but the elevator was supposed to be completed by the end of March, so the "specially manufactured" part must be taking in excess of the last three months. Use of elevators at either end of the building is inconvenient and difficult, since they have doors that you have to contend with. Since the elevator was closed January 3, 2005 for the installation of a new and hopefully faster elevator, management has not provided one written update to explain the more than six month delay.
Garbage shutes often clog up. All drains in the apartment are sloooow, probably due to old pipes (building built around 1950) and build-up of calcium deposits.
Cabinets were re-painted before I moved in, but the paint must have been old because it never dried, so my dishes and paper items stick to the cabinets. Cabinets and design of kitchen and bathroom are old and out-of-date. Cabinet doors that are supposed to close by a magnet, don't work.
Despite the fact that there has been no elevator and the apartment is old, landlord raised my rent again (second time), instead of making any attempt to do something that would make me want to remain in the apartment.
