Termites, leaky windows, rotting wood

I have lived here almost three years and we've gone through three management teams. Like someone said in July 2005, there was an "older couple - very professional, then a younger couple took over (they had lots of ideas and energy) then they quit ... and now we have our current managers (disorganized, inept, and never in the office)."
Past issues: Ants pour in from INTERIOR walls and from wall heaters when it rains or gets cold. Fires being set in the garbage dumpsters, graffiti in the hallways and shopping carts left in hallways. Continuous work on water pipes and electric lines causing outages, sometimes more than once a month.
Current issues: Termites in the ceiling leaving droppings all over the apartment - their idea of fixing the issue is to put spackle on the ceiling over the holes. Rain leaks from the top of window insets - their idea of fixing it is to try to caulk a wet surface. A solid wood fire door rotted off its hinges and was replaced with a hollow interior-style door. Interior "improvements" such as removing carpet from dining room area and replacing it with linoleum or vinyl flooring, allows for people to scoot their chairs across the floor above you, making for horrible loud noises day in and day out. Ants still pour in from interior walls and/or from wall heaters when it rains or gets cold. Shopping carts are still left in hallways.
