Turn them into the Better Business Bureau and the CA department of consumer affairs with the Rent Review Advisory Board (it must be in by May 20th for consideration at their meeting on June 2).

If you do decide to move out, good luck on getting your security deposit back. I've been waiting three months.

You are suppose to have it back within 21 days. If you still do not have it back after one month, you need to seek legal action in small claims court. If they say that they are keeping your deposit for repairs, they need to give you an itemized list of what it all cost and if they don't, you have another reason to take them to take them to small claims court. Good luck.
