First apartment: noise assed neighbors upstairs who had band practice and constantly played electric guitar even though it was against the rules/regulations. They were up at all hours of the night and I did not sleep for eight months.

Trying to be understanding I moved within the complex. Then there was no parking assigned; had to threaten to sue. Broken sewage pipe in my patio for six months. (Yes, that means raw sewage not only from my family but everybody on that line.)

This caused my downstairs toilet to back up and be unusable and caused a stench in general.

Drug users in the building which the biproduct came through the vents...especially when the heater came on -- made me and my children ill on many occasions.

CONSTANT NOISE!!!

That's the short version. I was told that I apparently was not accustomed to apartment living.

I looked at the date to make sure it was not an old one. What you are going through sounds exactly the way it was when I was there when it was called Harbor Island Apartments. Seems like the place is still a dump and has the same unsavory jerks that were there when I lived there. It was just as bad. Drug dealers and addicts took over all the laundry rooms with their selling and smoking and it was just as well as rats were running through the garbage that was piled in the laundry rooms by lazy tenants who didnt want to take their garbage outside to the bins that were provided. It was a virtual nightmare and I pity anyone who has the misfortune of moving into a place that only looks good and thats all. Just before I moved out in 2005, I contacted the owners who are in Texas. They are Westgate Management Properties and they actually sent a representative to the complex because of all the complaints I listed. Maybe that will work. Good luck.

You might also try calling the health department. The things you are describing are health code violations. The building was kicked out of the Section 8 program because of all its problems. I lived there when it was Harbor Island Apartments and only had some semblance of decency in my unit because I kept threatening to sue them. Don't be afraid to bring the item up to the City Council as well. Good luck. It's sad to read that people are going through some of the same nightmares as the previous tenants - the exception is that you folks are paying a lot more money. I wish you luck
