noisey neighbors

Years at this apartment: 2003 - 2004
 
I Have expressed concerns re: my neighbors to the office. The manager has tried as far as I know to quiet the neighbors down. It is a nightly event to be awoken by the noise of people partying and yelling then followed by cars in and out. I need sleep and feel frustrated.
