When I first moved into the complex, the parking lots and dumpster areas were kept clean and graffiti-free, there were small trees and landscaping that was regularly tended, the grounds were well-lit and the neighbors were friendly, courteous and quiet. Today, I am scrambling as hard as I can to get out of here and to a safer complex that's in my price range. The units are not fancy but comfortable and the living space is not cramped like most of the apartments in town seem to be these days. In the last five years, we have had three different owners and this rapid turnover was the start of a serious downturn in living conditions. The current owners live in the Bay area and maintenance of the units and the grounds are well below the minimum needed. Most of the lights in the parking lot either do not work or give only the dimmest amount of light. The mailboxes have been broken into so often that they are permanently bent. Half of the trees are gone. The gardeners have "trimmed" the bushes and groundcover so far back that most of the greenery that remains is sickly or dying. Most of the sprinklers have stopped working and have not been replaced. The exterior paint applied two years ago is peeling off the buildings at an alarming rate. One neighbor's fence fell down and it took almost a year for the owners to replace it. Another neighbor was unable to use her shower or upstairs toilet for several months and the problems were fixed only after they threatened to report the owners to city housing. A huge pothole (about 3 feet around and a foot deep) took an injury to a resident before it was fixed even though management was aware of the problem for months. When I first moved in, I would see the "bug guy" every month spraying around the dumpsters and grounds. Now, it's either ant season or roach season or both and the only time I see an exterminator is when someone moves out and they prep for the next tenant. Our dumpsters are also a favorite dumping ground for mattresses, construction debris, etc. I confronted one of these dumpers and was told that "(the resident manager) said I could". The city provides a free graffiti removal service if you call them so you would think that would be easy for the apartment managers to keep on top of, but the only time graffiti is removed is when one of the tenants call! Screaming matches in the parking lot, loud music and the sound of gunshots used to be rare (once or twice a year). Now they are a weekly occurence. The complex is teetering on the brink of becoming slum apartments but a change of ownership and/or attitude by those responsible for the property could bring it back to its former condition if it's done quickly. Otherwise, this will just become another sad, crime-ridden, eyesore.
