Beware Country Club Vista

Years at this apartment: 2005 - 2009
My husband and I moved into this complex in July 2005. We bought a house in July 2009 and moved out. During that four years, we had cockroaches in spite of being sprayed over and over again. The cockroaches ruined several appliances (living in our toaster oven and making it smell every time we turned it on is an example). When we moved, we had to have a professional come out to our new house and spray because the cockroaches had gotten into our furniture and large appliances. It took forever for the cockroach pee smell to go away when the refrigerator motor started...
Management changed often and you never knew who was going to be in the office or even *if* anyone would be there. Office hours were a joke because there was a sign that said "Out on the property" up all the time. One time I did track down a manager, she told me that she'd had surgery. Why didn't her company get a substitute, I wonder'
Our cars were broken into at least three times while we lived there. Lights were often out in the parking area and there was no security patrol.
A couple of months before we moved out, we received a notice of rent increase. Unfortunately, they did not understand the law and that they had to give us a minimum of 30 days' notice. They tried to go back and forth with us about it, but when I showed them the law, they backed down.
Before we moved, I attempted to find out from management what was required in terms of condition of the apartment. I ended up telephone number on a pager for the manager. She didn't call me back until AFTER we had moved. I hired a professional to clean the apartment for us. Unfortunately, that didn't matter. The complex had their own people come in after we'd moved and charged us $150 to clean it. And then they charged for carpets and paint. We had been there for more than four years, which is longer than the life expectancy for apartments according to the Nolo Press' California Tenants' Rights. Within a week of moving, we received a notice that we owed $225 more than our deposit. (This shows that someone really did work in that office, but chose not to help real people.) Again, my husband and I consulted the Nolo Press book and wrote a letter explaining to the manager how to obey the law - providing invoices, certified letters, etc. and added up the charges ourselves, showing how we were actually owed $125. We got a check for $25 from them.
I do not recommend this apartment complex. Anywhere has to be better than here.
