rat infested and made of rotting wood

Years at this apartment: 1997 - 2001
 
It looks good from the outside, because they repainted it. Their prices for a one bedroom are equivalent to a two bedroom in the same area. The high school next door and the trash truck 3 days per week at 6am cause lots of noise. And with one small dumpster for so many units, the trash is usually overflowing.
