Internet connection is useless

This is a gorgeous apartment with a wonderful rooftop garden. The location is generally good. However, I have had a number of issues. Plan to be awakened at 4am by street sweepers. Natural light is severly lacking. Parking can be hopeless (spots in the building cost $125/mo). Apartment layout is acceptable, but a little narrow and awkward.
My biggest problem by far is the internet connection. It has been down twice in the past week (once for a couple days). When it is working the performance varies randomly from blazing to crawling (too often crawling). If you're just checking email and web browsing casually, don't worry about it. If you SSH into the campus computers, game online, download lots of files: save yourself the agony and get an independant connection. Gaming online is a futile struggle. Bit torrent does not work (at all), including from legit websites, and I would assume most other file sharing programs are blocked too.
I focused on the flaws because they are more important to know, however, overall the building is in good shape, new appliances, good security, great location, and again, amazing view on the roof.
