You pay for the neighborhood.

I have lived here for 13 years and have had 3 apartments. It used to be a lot more decent before Avalon bought it and took it over. No, it is not a great community, but it's a pretty good neighborhood and that's why we stay, and it's become our home and we know a lot of the neighbors. The renovation a few years ago caused us to have to downsize while paying about 40% more in cost of living. However, price increases were happening all over Burbank. The renovation was done very cheaply and with that kind of undertaking you'd think they'd have done a little more sound-proofing. But, again, we stay for the neighborhood, not because we love the apartments. Caveat: My overall scores reflect my "general" feelings over the years. There have been and are some outstanding staff & maintenance members, but unfortunately, they're usually in the minority. Plus property management has a high rate of turnover - I'm always seeing new people.
