Management is attempting to scam the renters

The new apartment manager is nice, however she is attempting to charge us for painting and told us "no matter how clean we get it" we will have cleaning fees. This is actually illegal according to Civil Code Section 1950.5 as is charging for painting. When we confronted the manager and the owning company, White Oak Investments, they have attempted to charge us with additional rent for time after we had left (according to notice and lease). We are considering a class action lawsuit, but we're not sure if this is a scam by the landlady or the management company.
