Neighbor noise, old building, rats, car thefts

Living in Northpark Apts, I had my car stolen, since it's so convenient for thieves to just hop on and off 101.
Noise problem is not from 101 or caltrain. I verbally fought with my neighbor about their parties, and the management did nothing except give them useless warnings. Every so often, they get these people here as I have seen some guy in an apartment having parties over and over again. But, then again, you have often times 5 young people sharing a 2 bedroom apartment, since it helps new young foreigners start off in America.
My question is why don't they move to a cheaper place and get their own room' I guess they have to keep up an image of staying a half decent looking apartment even though they have to share a living with maybe 2 other guys. Oh, you have to have big enough place to have parties.
No, those are not always squirrels. Those sometimes are rats you see.
I heard from someone that the building used to be nice, but now it's getting old and too many people slumming together in these apartments. During the summer, the pool is dirtier and more crowded than the filthiest 24 hr fitness.
Parking is a nightmare after 5pm. After all, 5 people in 2 bd apartments... you do the math.
