Okay, so how many times do you have to complain about the base of someone's stereo blasting from another apartment is waking me up EVERYDAY until someone does something about it. I worked nights, so I slept in during the day. And every morning it was the same thing. I put my head on my pillow and I hear & feel the vibrations seering through my head. Noise from the outside is a bit of a concern, the windows had to have been very thin. If someone is talking casually right outside the apartment, its being broadcast everywhere in my room.

The place needs better insulation and noise resistant windows. It is, as someone else mentioned, sort of ghetto. It's not a dangerous place, but the place could use some attention.
