Noisy, Faulty Wiring, Loud Neighbors

We signed the year lease to get a discounted rate of $545 per month rather than pay the normal $600 per month. This was a mistake! First of all, our electricity bill was way too much for the amount that we used! I think that they wired the apartment above us (and vice versa) to our bill by mistake and that's why we were paying so much. There's just no way that a utility bill for a 540 square foot apartment could be between $100-150 a month! The top apartments were much larger - they were 1000-1500 square feet - and could very well generated a utility cost of this amount. Second, the upstairs neighbors were so rude - the lady would hose down her patio decks and the water, potting soil and plant matter would fall all over my patio. She would also vacuum at 4 a.m. sharp. The neighbors next to them had 5 heathen kids who would run around screaming and throwing rocks and would stare at us when we would enter our apartment. Another crazy lady would walk around and ask if you were moving in moving in or moving out moving out. One thing that made me feel uneasy though was this one woman who knocked at our door and acted like she was our buddy and wanted to give home demonstrations in our apartment. I got the feeling that she was a thief who was scouting out apartments for a living by the way she was acting. Third, the parking was bad if you have two cars. We had a garage for our one car but frequently people would park in front of our garage so we wouldn't be able to enter and when I asked them to move they refused and the front office was not so helpful when I complained. Also, our neighbor who had all the heathen kids used to park right behind my car in the parking lot and when I asked him to move he replied "I HAVE CHILDREN!" I had to wait a half an hour and was late to work because he ILLEGALLY parked and blocked me from exiting. The front office also wasn't helpful about this either. The traffic is really bad on McKinley Street and it took me 10-15 minutes to just get to the freeway sometimes because of all the stoplights. I didn't really like it once how we were not informed of the maintenance people entering our apartment because there was nothing wrong and those guys were just really creepy - I could just imagine some of them looking through our dresser drawers for kicks. I also didn't like how they subtracted cleaning costs from our deposit since we cleaned the place spotless before we left. By law they can only charge for cleaning if it is not routine wear and tear and we definitely left that place in immaculate condition so they broke the law in that respect. We were so disgusted by the noise that we left two months early and still had to pay the rent for the last months we were not there. I didn't really feel safe there - we were lucky that nothing bad happened to us - I always felt tension in the air. People would give us dirty looks and inquire why we didn't have any children. Misery loves company I guess! A few months before we decided to leave, we were informed that rent would be raised to $640. Not a good deal for such a small place in such a crowded area.
