Horrible Rude Neighbours and Management does Nothing about it

Years at this apartment: 2006 - 2009
everybody's dogs are always Barking, loud music, loud rude neighbours... No matter how many times or how many groups of people complain about certain neighbours NOTHING CHANGES!
They leave dog poop infront of the door!!!
Construction noise by day and crazy neighbours by night, leads to hell!
The handy man is wonderful, but it takes forever for the managers to let him know where it needs help!
