Management here generally DO care about the happiness of their tenants, which is rare in the apartment world. You treat people with respect and ask nicely for things to get done, and you'll never have a problem. Some tenants just expect too much out of apartment living -- I am assuming because rent isn't cheap here (or anywhere in Coastal OC and there is a sense of entitlement). For all those would be tenants, move inland and enjoy your summer. The location here is convenient because of its proximity to 17th Street and the freeway, if not a bit loud from the surrounding busy streets. Try to get a unit away from Santa Ana Street (seriously, every 5 feet makes a difference in the noise). Upper level apartments are the best because no car lights flash in your units as the driveways are fairly close. This is the epitome of apartment living -- walls aren't the thickest, and everything isn't completely 'new', but in its defense, the grounds are well kept, most people are respectful, and its generally a pretty clean place. Maintenance guys are nice guys and are their to really help. Pretty good vibe in the complex -- fairly young working professionals -- if not for an outlier here and there. Try to find something better in Eastside Costa Mesa for the money -- I don't think you can.
