Late return of security deposit - legal violation

Years at this apartment: 2001 - 2004
 
California law requires that security deposits be returned within 21 days. I moved out 27 days ago and have neither received a check nor a statement of costs. Another example of poor service and managment by Biltmore Apartments. Management is apathetic about the delay and unconcerned that it's a violation of Ca State Law.
