Worst management , Hazardious living condition.

I had stayed in the different complexes and this one is worst. Construction activities are done without caring for the tenants problem. Water and electricity can be cut unscheduled any time. And water and electricity bill has increased by 50% since construction has started. (Means they are getting money from you for construction).
They will suddenly put a notice that from tomorrow you will not have your parking will be demolished and you have to park in the open parking and then they will cover all the open parking with construction material (:-)) now you will have to park your vehicle at a 5 minutes walk.
Without notice they will block the section of apartment for construction from both side so you can't take out/in your car and when you ask the staff there they will say you can walk walking is not restricted.
After wasting 1/2 hour from different entrance when you go to manager office they will keep you waiting for another 1/2 hour as they are busy fooling new tenants. Then response you will get is they have opened a some small entrance somewhere in some strange corner so for next few weeks you have to use that and they are sorry as they should have informed us before starting now. Now that few weeks of blockage will go on for few months that is anther story.
In mean time if some one comes to your place they will be wondering around by trying to enter from bother the main entrance and then call you do find out the secret entrance puzzle.

as much as I can empathize with your concerns I do have to correct you on one comment you made about how "they are getting money from you for construction" If you would call your PG&E office you will clearly be informed that there has been a rate increase given by PG&E to all customers, which has nothing to do with the place you live at. I can assure you that your complex is not reaping any kind of benefit from your increased utility bill. I live in a home and my PG&E bill went from $80 a month to $350 a month. My next comment or question would be, why don't people take the time to make a positive comment when there is a positive. When we are happy we don't ever take the time to stop and be thankful for the positives, but we are definably quick to jump on to a site like this and dump all your negatives off one bad experience or an off day. Just my thoughts though.

I think its funny that an "Anonymous" reviewer and commenter all of a sudden has a angry streak about all the negative comments here about Villa Serra.
You obviously are not a resident. Are you Usha Dasari (the property manager) or are you Elizabeth Meadows (the corporate manager)?
I have asked other residents what they thought of Villa Serra, and ALL of them hated the construction.
