Increasing rent, shoddy construction

I lived at Harbor Pointe for over 3 years, and in that time they slowly inched my rent up by about $600/month, although they had no set rules about how much rent to charge since everyone seemed to have their rent increased by varying amounts.
Another problem was the electric bill was over $300/mo, so I had the amount of electricity I actually used monitored and it should have been about 1/5 the amount for which I was paying. After I complained, and had the electrical monitoring done, the bill somehow dramatically dropped, so something strange there.
Finally, the construction of the rooms, especially in the kitchen and baths was rather shoddy -- far from standards of luxury.
