I only stayed a second year at this place because it was so cheap and I was rarely home. Actually being at home was pretty miserable- immediately next to the freeway with single pane windows in a frame that isn't even square, so they cannot close all the way. Walls are paper thin, insulation non-existant.
The first year I rarely saw any neighbors and never heard the fraternity next door having parties. The second year, the fraternity often held loud parties. Neighbors who enjoyed very loud music at all hours of the day moved in below. The noise problems began in September and continued throughout the year, after being ignored by the loud tenant himself I had to talk to the landlord every few weeks about the noise issue. Each time I was promised it wouldn't happen again. It wasn't until June that they finally said that they were not going to evict him as promised; I moved into a friends for the remainder of my lease. The only good thing about is that it is so cheap. Only rent here if you do not plan to sleep or be here at all, and in that case a storage unit would be a better deal.

I absolutely agree that the freeway is very noisy, and the fraternity is very annoying. One of the fraternity members has speakers facing outward towards this apartment on purpose to disturb the tenants. If you are a light sleeper, don't even consider this apartment. But if you can sleep through an earthquake, then this might be the place for you.
