I lived here 2002-2003 and would have stayed on another year if I hadn't been moving out of town. Although the apt. manager was somtimes difficult to get a hold of, the maintenance person lived in the unit and was always very helpful and quick to respond (however, he left the same year I did, so I can't speak for his replacement). I loved the location - it was a quick walk to downtown bars and shops, and right on the busline for campus. The intersection is pretty large, so it is fairly noisy, and every thurs around 6 or 7 I woke up to the trash collector. I did hear the upstairs neighbors, but had no other neighbor-noise problems. The apartment setup is ideal, with two vanities and rooms of equal size, and laundry is only a few steps away. Compared to other complexes in the town, this is a pretty good deal, price wise.
