the maintenance man is never here???

Why is the maintance man ( sam) such a joke??? He is never here to fix things- and then when you need something fixed- it might be a week or two before he gets here?
Lately I have seen another maintenance man here helping out periodically. Not sure of
his name- big guy - bald head- ( from another property). i called about an issue in my apt,.- but sam was off which he takes off a lot I notice- This gentleman came in and fixed my issues very nicely and politely. It's too bad he can't be our maintenace
man- he seemed to care about the property more than sam. Also- there is never anyone in the rental ofice- so this is also why nothing ever gets fixed- or sometimes - sam is JUST REALLY SLOW- and it takes a few days or weeks for him to get it done???
