Major Auto Theft Problem, High Rent, Slow Maintenence

Bella Del Mar is an attractive community.
Currently, there is a push to upgrade the unoccupied units for which the rent is approximately $500 more/month than the non-upgraded units.
Upgrades consist mostly of nicer cabinetry and countertops, and a nicer kitchen.
Since this upgrade began, it is nearly impossible to get a maintenence issue addressed if you happen to live in a non-upgraded unit.
That is not a priority.
Currently there are a ton of unoccupied units; people that are leaving complain about the lack of vehicle security and high rent.
During the years I have lived at Bella Del Mar, my car has been broken into 3 times, most of my neighbors have experienced the same thing, more than once.
The police are here often, and there never seems to be any solution or idea (motion-sensor lights in the carports, maybe') from the management to put an end to this activity.
We get letters reminding us that security depends on all of us, but my hunch is that putting this obvious statement in our monthly resident flyer hasn't reduced any vehicular theft.
Lights are often burned out and often the sprinklers come on just as it's turned dark.
I have slipped numerous times here because there was no light and the sidewalks were wet.
Maybe a solution would be to set the water timers for the middle of the night...
