No amount of paint (very badly applied I notice) will ever change two basic problems.

One, these are cheaply constructed wood frame buildings. You can easily hear the alarm clock ring in the unit next door, and the person sneeze, and if they're upstairs slam their door when they come in, and walk across the floor, and slam their window or patio door. The units (whether you call them apts or condos does not change anything) are very close together. You can hear noise from many different units and it will wake you if you were sleeping. Speaking of noise, don't forget the trains and the freeway, and the too narrow plumbing that roars when the person next door takes a shower or runs their dishwasher above you. Nothing can ever be done about these things. The buildings aren't going to be moved, they aren't going to be reconstructed, and they are not being soundproofed or repiped.

Two, something could in theory be done about the incompetant maintenance but that's not likely. Have a look around--a real look. Look at the dirty stairwells especially below the first floor. Look at the oil spills and dirt on the parking levels. Look at the puddles of water on the parking floor and in the stairwells going down from there. Look at the dirty carpets in the hallways. Read on this very site about all the other problems and how many months they took to "fix". Try to ignore the bickering and just realize how much there is to bicker about. Only one person in three recommends this place as a rental! Why' They live here, remember that.

Rechristening an apartment as a condominium does not make it fundamentally different. Sure, there will be some window dressing but that's all it is. Don't waste your money. Don't be disappointed. Beware of the BS in their sales pitch. For instance, you know the difference between a one bedroom and a studio. The people trying to sell you these ridiculously priced condos act as if they didn't. They call it a junior one bedroom.
