Pleasant Complex -- THIS IS A THOROUGH REVIEW NOT A RANT

It seems that a lot of angry people have found their way to this web page. I just stumbled across this because someone else forwarded it to me. First, note that a lot of these reviews are rather old; some issues that existed in the past no longer exist.
Regarding parking: I have no idea why people give such low ratings for parking. There is a locked garage, and every resident is given a free parking spot. The exterior doors are NOT broken, and there are a large number of very nice vehicles parked inside whose owners feel comfortable parking their cars here. I think its a little much to expect security camera in a residential apartment complex like this one. One thing I really like about parking here is that there is ample visitor parking (often a problem with large complexes) because of the large shopping center parking lot literally on your back door.
For the most part, the noise level is very good. I don't often hear other residents. I happen to have a special situation because the people above me own a very large subwoofer, which they have conveniently placed on the ground.
The complex itself was designed by a very talented architect. I had an architect friend of mine over and he couldn't stop talking about what a great job they did on the overall layout. Its a very interesting design that avoids borring uniformity.
I feel extremely safe inside the complex. The issue is that bridgecourt is on the border of Emeryville. Walk one direction and you'll find yourself at the upscale Bay Street shopping center. Walk too far in the other direction and you'll find yourself in a not very nice part of Oakland. A big plus is that the complex has round the clock security, something they may not have had in the past.
Overall, the location is very convenient. You have Pack and Save right there, one shopping center right there and the other (Bay Street) is a 3 minute drive. I can make it to SF in 10 min and the UC Campus in about the same amount of time.
Finally, residents should be advised that this complex is run by a non-profit housing corporation whose mission is to provide affordable housing. A very significant portion of this complex contains low income housing tenants. The website states that low income residents form 40% of the complex, but it often appears more probably because a) these are the people who contribute most of the noise and b) these are the people who never seem to be away at work.
