I've living at Encino Crest for 5 years. In the 5 years, we've had two managers. The first manager was okay, he got a lot more done. He was friendly and communicated better with tenants. The current one isn't that good. The hallways are vacuumed once at month at most, it looks filthy, and at time, he even sweeps the carpet with a broom instead of getting out the vacuum. You never see him around and if something does go wrong, such as this past week our air conditioner went out, he won't bother returning your call until monday morning. It was 92 degree's in our apartment and our dog was panting like crazy but there was nothing more we could do apart putting a wet shirt on her (it was hotter outside btw).
There are a LOT of oldies that live in the apartment and have lived here for years. The pool is quite disgusting, you'll see some unfamiliar little kids there often that aren't even potty trained. This is california though and i'm sure you'll run into a lot of similar issues. The manager keeps the outside areas clean, too bad our apartment can't be as up to date (we never even got our carpet washed before we moved in) as the apartments.
There are some quite tenants though, the younger few that have pets always seem so friendly!
