Bad management and deceiving business practice

Years at this apartment: 2002 - 2004
I lived in this apartment for 2 and half years and find the following:
1) management raise prices every opportunity they have and change terms and conditions without notice to tenants -- the new management which was introduced earlier 2004 is worse even than before -- my lease term explicitly said 2 month rent increase notice, however, I did not receive it the last time and when I called to ask, I was told that it has become a 30 day notice on rent increase - what a clever way to try to make it difficult to people to move.
2) False advertisement
I caught this apartment advertising in the Folsom Chamber of Comenerce and at the largest employer in Folsom, and when I called to get the discount, this apartment denyed it. In addition, there has been "draws" given to tenants but terms are later changed after the fact.
3) Move out deposit
I have been a tenant in many places for the past decade and have never once have anythign deducted from me since I leave the apartment in perfect shape. I even showed my neighbor before I move out my apartment, and she was so impressed and said for sure I will get all my money back. Instead, I was deducted $227 out of the $400. So kiss your deposit good bye if you live here.
4) Come into the apartment without authorization.
I was on business trips and without my authorization, they came into my apartment and painted the balcony.
5) Security Issues
Several car theft, domestic violence arrest and arrests happened during my stay in this apartment complex for the past 2 and half years.
6) Dog ----
Dog ---- on your parking spot not cleaned until you call the office 3 times.
7) Airfilter not changed
Normal apartment should have air filter changed every 6 months, this place does not change it until you have breathing problems and complains.
8)Office staff changes like a revolving door
the office staff turn over rate is so high that makes you wonder if they have any staff or services
