Stay Away - No Emergency system in place

Last weekend, I had a major mishap at my apartment. One of the water inlets to the AC unit broke at around 10 PM at night. It was like a mini waterfall inside the house. As I was trying to scamper to collect these water and dispose it, my wife was trying to reach the emergency service. We had to wait for 15 mins before we could actually talk to a person. After explaining the situation, I did not get a call back for another 15 mins. After waiting for another 15 minutes to connect to the person again, the answer we got back was they could not reach anyone in management or engineering.
In the mean time I somehow managed to switch off the main water supply to the house. With all this happening, one of my bedrooms and walkway to it was completely flooded with water.
The remedy taken was to just dry up the water inside the carpet. We made a request to change the carpet in the affected areas (fear of molds obviously) and the answer was that we would be charged for that.
I would strongly advice to think twice before moving in especially if you have kids.
