In the first month that we moved into The Franciscan, there was a tenants' meeting in the clubhouse. People complained about the lack of maintenance, the untimely response for repairs, etc. The maintenance crew was all of one person, then he quit and another one came and he quit too. They want these guys to work round the clock, on call and they don't make much. The major complaint was that major repairs were not being done, i.e. dishwasher, toilets, bathroom plumbing, even after many requests. We found out that the owner was offsite, in Hong Kong, or so we were told. There was a man who was a representative and everyone thought that he was the owner. While we were there, the painting was only applied to the buildings facing out to the street. The paint job inside and out was done by a splash & dash crew who left their masking tape behind. In different areas of the complex, the landscape varied. If a lawn was dug up to repair pipes, it stayed that way forever. There was also a rat problem, but this seems to be an issue everywhere in Foster City, along with the raccoons. Our mail and packages were not being delivered or would be missing and so we got a po box. I found one package in the front office and it had been opened and returned because the person took the wrong one. This was inexcusable. Needless to say, this complex has gone from bad to worse. The workout room contained broken down equipment even when we were there, but at least the pool was heated then! We noticed that the grass is no longer green but brown and the landscaping/complex is dumpy. Pretty sad.
