Help I'm locked out and I can't get down.

Hi, we live on the first floor and about a month ago we heard some knocking and yelling we went out onto our porch and found our upstairs neighbor locked out on her porch. We called the office, after about 30 mins later we got through, about an hour after that someone came to open her door but only after we told them she had left the stove on. They also said that they would only come open the door for a hunderd dollars on arrival. Be very weary, make sure you see YOUR apartment before moving in when we first moved in the people before us had cats which I'm allergic to, they wouldn't replace the carpet or wash it till i threatened to sue. Also they trick you with the dishwasher. and our car was stolen because they don't have security and forbid cops from coming in
