I relocated from the East Coast last year and had to find an apartment online due to time constraints. I faxed an application to Harbor Cove but the management said they could not process my application until they received the originals. This delay caused me to lose the apt they had available. I found another apartment online without any problems. When I arrived in Foster City, I went to Harbor Cove to compare it to the apartment I got and I was very happy that I did not move to Harbor Cove. The place looked shabby and on the edge of a rundown shopping center and neighborhood. I would not have felt safe at this complex. I moved to Avalon Foster City which is in a better location and is in better condition, however, there are problems with the complex management. I have lived in apartment communities in the Washington DC suburbs had never experienced problems with the apartment managers until I moved to Foster City. Many of my neighbors and coworkers have experienced the same difficulties with the apartment managers at Avalon and from looking at this website, the problem appears to be pervasive throughout the communities in Foster City.
