You can hear sirens all night (fire department a block away), the garbage truck at 6 am making terrible noise and setting off car alarms, leaves blowers going off at 8 am, or lawn mowers, or chain saws cutting tree branches. If you have to work from home on weekdays forget it. I never ran off to the office as fast before!
The sad part is that when Aimee, the manager, was showing me the property before I moved in, I confronted her about some of the issues that the residents brought up on this and other sites. She said 'well people just like to complain', maybe when you move out you'll write a good review. NO Freaking Way! Most of what you read in these reviews is true!
The place is a bedroom community slum. Parking second car sucks. You often have to park across the street and cross it trying to dodge the fast coming cars.
Don't even get me started on the laundry facilities.... They suck big way. You have to drag your laundry bag outside to the laundry room only to find out that all functioning machines are taken. For that money you should be able to get a place with washer/dryer in the unit.
You can hear your neighbors getting up at night and in the morning and using the bathroom, flushing the toilet and all. The layout is terrible, there is no light coming in. You have to turn on the light in the kitchen during the day and if you like to have a lot of light when you read then in the living room too. Although as you've just read above, you don't get a lot of chances to read here during the day.
My boyfriend cannot even go to sleep, because other than sirens midnight - 4:00 am is the only quiet time in this place.
I do like the maintenance people though, they are cool and very helpful. Sometimes too helpful - I would call in and leave a voicemail in the evening and they would wake me up at 9 am on Saturday ready to get in and start working.
As far as your deposit goes - make it easy on yourself and DO NOT clean the apartment at all before you leave. Unless you provide them with an invoice from a professional cleaning service, they will charge you for cleaning and carpet (it's in your lease agreement). Don't stress about it and instead of fighting the charge, just leave the place for them to clean.
Overall I am grateful for the experience it taught me - to be selective and suspicious next time I rent, if I have to rent...

You must have lived on the non-water side. People on the water side at least miss the garbage trucks (they only come at 6am on Fridays, BTW -- the rest of the week it's after 7am). Foster City has an ordinance that garbage trucks can't pick up before 7 am within 100 feet of a residence -- I wish the Harbor Cove management would do something about the illegal 6 am Friday pickup. Yes, I would not want to try to work at home here if I lived on the non-water side. Yes, it's only bright and sunny in the afternoon, but I personally don't like bright and sunny, so the lack of sunlight suits me. I, too, hate having to drag my laundry to an outside laundry room -- it's a huge pain. I would much prefer washers and dryers in the units. And I hate that we just got a notice that the FC Parks Department has threatened to put up a fence beween us and Ryan Park if Harbor Cove residents don't start cleaning up after their dogs. The Harbor Cove response should have been "we'll stop allowing dogs if people don't clean up after them." Why should residents without dogs be punished by not being able to walk along the waterway?
