Good 'starter' apartment - lots of turnover though

Overall, I equate it to a Motel 6. Except, with worse parking and you bring your own towels. It's adequate but Harbor Cove is not a place you would truly enjoy coming home to. When I first moved in, I had cockroaches which took three weeks to get rid of. Also, the cabinetry and finishing hardware are cheap and the knobs to the cabinets kept falling off the drawers. On the plus side, Aimee and the rest of the staff are pretty responsive and they did seem like they tried to take care of things quickly. Still, it's a 30 year old building, so if you're looking for glam, this isn't it.
Aside from being plain, the larger 1br apartments are fairly big and have lots of storage. Worth the extra $100 or so. They also have 18" dishwashers which seem weird at first, but it's really a very nice feature for a singe guy. The appliances are all relatively new, but I wish they'd bite the bullet and redo the cabinets. Also, the walls are fairly thin and I sleep with a box fan on to drown out the guy next door snoring. Outside, however, Foster City is very quiet after 10pm and you can sleep with your windows open (unless you're on the 1st floor). They also upgraded the washers to high efficiency models, which is good, because the old ones were constantly breaking.
Parking:
Parking does suck. Four visitor spots for 100 tenants and they invariably become someone's personal spot. My car has been broken into since I've been here and the lame security guy only comes by a couple of times each night, so lock your car.
Noise:
Noise is also poor. I can hear the neighbors snoring and there is one person who has one of those hideous, multi-tone car alarms that goes off at 6am when the garbage truck comes on Mondays and Thursdays. Streets are quiet after 10pm, though.
Grounds:
Nicely manicured grounds, but nothing special. There is graffiti behind some of the units and the pool is not well maintained.
Safety:
Doors are constantly broken or propped open. My car was broken into once and I have heard of many other break-ins. The grounds are not well lit at night, especially along the water.
Construction:
Spacious apartment, but cheap fixtures and materials. Thin walls. Baseboard heat is expensive in the winter and windows are single pane.
Maintenance:
I have not had problems with maintenance, assuming I've asked them to fix something. However, they do not seem to go out of their way to fix problems. There is a large hole in the wall of one of the stairwells that has gotten progressively larger over the last few months.
Staff:
Staff are friendly and responsive. Seem caring, although overworked. High turnover.
Overall:
Not the best, but not quite the worst, either.
