I read the reviews before moving in & I disregarded them. Now in hindsight, I hope my experience can save you from making the same mistake I made. There is no residential diversity - it is primarily one ethnicity. They have ALOT of loud, unsupervised kids running around. They have ALOT of irresponsible dog owners, mostly because they charge a pet rent but run out of poop bags the 1st week of the month. The building is so rundown & shabby, it's a fire hazard waiting to happen. The maintenance & housekeeping crew are really GREAT but under-appreciated, & the female manager is inaccessible & abrasive. The leasing agents seem depressed most of the time. I met some nice neighbors in my year of occupancy but they always said they were moving as soon as their lease was up, so the turnover is incredible. When people move they just leave their crap behind. If Foster City has a ghetto, it's Harbor Cove. When my lease finally expired, I was hit with a ridiculous bill. My security deposit was $1,000 but they wanted another $500. I was charged for carpet replacement (cheap-quality on concrete) for a carpet that was already a year old when I moved in=$700 & cleaning (on top of my cleaning) =$200. Moving out 1 week earlier than I needed to = $533. Leaving it all behind & giving you some good advice = priceless.
It's all about the park & Lake. If money is no problem for you & you want to enjoy a nice fireworks show on 4th of July...then sink your cash in the bottomless pit of Harbor Cove. But look around first & make sure there are no other options before moving to H.C.

I am familiar with your account and understand that you are mainly upset with the charges that were charged when you moved out--the majority of which was the carpet replacement charge and the rent for the days that you left prior to your lease expiration. Unfortunately, these are fair and valid charges. If you would like to contact me directly, I would be more than happy to go over the photos that we took of your apartment when you moved out, and to also go over the provisions of your lease again.
