Because otherwise, yes they will rip you off and yes they will over charge for cleaning. When we moved out, the apartment was almost spotless. We spent the last couple of days cleaning up, there were no carpet stains, the apartment was in mint condition. They took almost $200 from our deposit!!
The other thing to watch out for is your water bill. They have no accurate way of measuring your consumption and just divide the whole amount by the tenants. So for a 1 bedroom, the average I was paying was about $42 a month!
Overall, look somewhere else, you can get far better deals and more respect for your money.
