I have lived in foster city for few yrs. Lived at both alvalon and harbor cove -those are not good. Very dirty and they treat you bad.
Sand cove is nice. The ladies in the office are very nice and the complex is pretty and clean. The apartments are big (try to get a remodeled one) much better than the older units. I don't live on the lagoon (too expensive) - but the views are best in foster city.
I enjoy my stay here.

i used to live here for few years, i can vouch for my experience if asked in person, the earlier management was nice...until the new ladies took over. they are pack of rudies..very very rude in fact, the maintenence sucked and the grounds are untidy as mentioned elsewhere all they do is jack up ur rent all of a sudden and not do anything to tidy the place.

I agree that the apartment is not kept very clean, especially after they started allowing dogs. Nothing against people having dogs, but now the dogs are pooing everywhere. In fact the only reason the aprt started allowing dog because they were not renting out the apartment fast enough.
