Case of harassment from Leasing Office.... not worth the stay!!!!

I live in Sandcove apartments, Foster city. I have been living for past 8months.
I have recently received couple of phone calls from the Leasing office that I have few belongings(flower pots, cycle) of mine kept in the patio. They are not visible from the outside. However, after coupleof days, I have received a Legal notice that I am in breach of the lease agreement and asking me to clear out the stuff from patio else vacate the apartment. I have signed a 1year lease. Out of curiosity, I have checked my neighbours(Out of 8-units, 4units are occupied by -------) and all of us got notices. I went to remaining units in my block and checked with them and they haven't received any notices and they claimed they have been living in that apartment for more than 3yrs.
So I went around the apartment to see what stuff can be kept in the patio's and to my dis-belief, they consists of trashcans, brooms, child playsets, strollers, storage cabinets, surf boards, suitcases, clothracks,flower pots etc., I have asked few of them if they ever received any notices from Leasing office or any Legal notices. They were shocked to see my legal notice as I have shown them what I have received.
My questions are:
1) Is this a case of harassment so I will vacate the apartment'
2) Why are only 4 of us (out of 8units) are being sent these notices' Why not the rest of them in the entire apartment complex'
3) Can I go to law firm or a BBB for more in-sight on this issue'
Please suggest/advice as what me and my friends need to do.
