We recently moved from North Park after having lived there for three years. There are both good things about the apt. complex as well as bad ones.
The good: Rent is inexpensive, it is across the street from Fresno State and near the freeway. For what one pays for rent, the complex has a decent appearance--it is not fancy, but it isn't run-down either. Also, we liked the noise policy because my husband and I were both students when we lived there, and because as other reviewers have said, the walls are super thin. Believe me, WHAT YOU CAN'T SEE, YOU CAN HEAR. I could hear someone opening the fridge door from the master bedroom with the door shut. We also liked not having a lease and that maintenance requests were handled in a timely manner.
As for the bad: As stated above, walls are super thin and you can hear everything occurring inside the apt. as well as outside, because of the lack of insulation, our upstairs unit's a/c was no match for the Fresno heat despite maintenance assuring us we had a brand new unit--our apt. was very hot during the warmer months and there was nothing we could do about it, parking can be a problem because the majority of people living there are students who, of course, have roommates, it is true that the girl who works in the office is very rude and unprofessional. During one of my first visits to the office I heard her cussing very casually while she was talking to her co-workers about some friends of her, she is very rude even if you don't give her reason for it. We always wondered why that girl had not been fired, we suspect she might be related to someone in management. If you have to visit the office, I suggest you speak with Nancy, she's completely different from the unprofessional girl. While we were living there, we also had a problem with vandalism. One of our vehicles was broken into, another had its catalytic converter stolen, and my bike, which was locked outside was stripped of its parts while my roommate's bike was stolen from the balcony--it was locked too. After the cc was stolen off of one of our vehicles, I called the office to let them know what had happened because I wanted other tenants to know that they should be careful, the unprofessional girl immediately cut me off--she is rude like that--to say that North Park would not be held responsible for the theft, so I explained to her that all we wanted was for others to be warned because the theft occurred on NP property, but she told me that they would not do such a thing. I find that odd only because just this past summer they did send out warnings to say that burglaries had increased in NP, particularly in the bottom units. As far as parties or loud neighbors, that really depends on luck. We heard parties in the buildings across from ours, and occassionally we had neighbors who were very loud into the morning hours, but the good thing about that is that you can call security about problems like that.
The last thing that I want to add is that I would suggest to new tenants that they do a complete and thorough inspection of their apt. and they report (take pics too) any problems with their new apt to mangagement. When we moved in, our bedroom blinds were slightly bent and I told my husband to report that to the office, but he didn't so when we moved out, we were charged for them. Our mistake was not reporting that. Also, when we got the remainder of our deposit, we noticed they marked us for things that prior tenants had caused. For example, pior tenants had spilt sticky grease onto the kitchen draweres. This was not visible, though, but when I reached to open the draweres the first time, I felt the stickiness, but I didn't reporth that because I didn't think I would have to, so just make notes (and take pics) of these little problems so you are not held responsible for them.
